Error loading and creating modern pages on subsites

This is SharePoint Online

Within my site collection I am getting a persistent error when viewing or trying to create modern site pages

 

At the site collection level this works ok, it is only subsites, I have tried:

 

Disabling Access App

Resetting Regional settings (As per another thread)

Disabling and re-activating site pages and publishing features

Creating a brand new site

Adding the site page content type manually to a new library

 

The actual error in the "something went wrong page" is:

 
Can't load the application on this page. Use the browser Back button to retry. If the problem persists, contact the administrator of the site and give them the information in Technical Details.
 

Error details: Error: ***The value for "data.type" must not be null

 

I am site collection admin but not tennant admin

 

I've made no changes, such as removing content types, site columns, etc
The only major change made was to turn on Content Organizer in one of the subsites


Am not finding anything through google or on here that directly references the Error details above

    Hi Dan,

     

    Are you creating a "Site Page" in the "Site Pages" library?  That's the only place I know to create modern pages.  Even site owners should be able to do this.
