Enabling Comment option do not exists

I think comments support in lists is only available in SharePoint Online, but not in SharePoint 2019
Oh, is that so? So it's Cloud only features? Is there any addon/update/get around I can install?

I'm afraid that's not the case with SP 2019. It could be with SharePoint Server Subscription Edition, but not a 100% guarantee
