How to enable newsfeed&nbsp;for all&nbsp; users in mysite using powershell&nbsp; /&nbsp;server side in sharepoint2016 on-Prem&nbsp;

You should be able to just provision all MySites through PowerShell such as in this article:

It's the same process for SharePoint 2013 as it was for SharePoint 2013
