Enable Mysite Newsfeed of all users in SharePoint 2016
How to enable newsfeed for all users in mysite using powershell / server side in sharepoint2016 on-Prem
You should be able to just provision all MySites through PowerShell such as in this article:

It's the same process for SharePoint 2013 as it was for SharePoint 2013
