As documented on this https://support.office.com/en-us/article/allow-or-restrict-the-ability-to-embed-content-on-sharepoint-pages-e7baf83f-09d0-4bd1-9058-4aa483ee137b?ui=en-US&rs=en-US&ad=US we can add additional URLs to the approved source sites from where we can pull media using the embed web part. Does anyone know if its possible in pushing globally urls to be whitelisted instead each site collection administrator in manually added the URL to the exception list? Thanks!

Hi Juan,
Unfortunately this is a configuration that can only be done site collection by site collection so you will need to update the list of URLs you want to include site collection by site collection
