Email Digest bug when using Hub Site

Consider the below scenario,

I have 3 sites , site 1, site 2, site 3 which are connected to one hub site "Site 0".

Now I have news in Site 0, Site 1, Site 2, Site 3.

Now my requirement is to create new letter (Email Digest) only for news from Site 0.

So when i click on Email Digest, it shows me news from Site 0 and I can send the the news to all users.

When you use Email Digest, a page is created. So now i forgot to add some users, i go back to that page and now i see all news i.e news from Site 0, Site 1, Site 2, Site3.

This should not be the case, I should only see news which I had selected. 

Can anyone check this?
