I experience the same inconvenient jumping - what I have observed is that if I check the checkbox first and then do a slow click on the context menu, it usually works :)
Unfortunately that didn't work for me. I can check and uncheck the checkbox but nothing beyond it. The checkbox should also check when you click the webpart title, in this case that causes a jump too. And after a few tries to open the context menu, I stop seeing the little arrow image by the checkbox. Then it is only your pointer type indicating if you are clicking the right place.
