ap6940 You cannot see the users with "Contribute" permissions level from modern experience permissions panel.

 

You have to go the classic experience (advanced settings) page to see full list of permissions. You can use URL in below format to go to the site permissions settings directly: 

 

https://tenant.sharepoint.com/sites/siteName/_layouts/user.aspx

 

OR use this option from Settings > Site permissions panel:
