Disabling "Site Creation" from sharepoint admin center, still allowing users to create modern sites
Inside our sharepoint admin center >> Setting >> we have site creation as hidden, as follow:-
but the interesting things is that end users are still able to create SharePoint modern team sites from their outlook under "Groups" tab.. so why is this happening? and how we can prevent end users from creating any SharePoint site? as seems disabling this from sharepoint admin center will not work...

- You also need to restrict them from creating Office 365 groups to prevent this.

This also obviously disables the ability to create planner plans, Teams etc. as well so keep that in mind but this will turn the create option off in SharePoint.
