Disable sync for external users
What's the best way to disable the ability for external users to sync SPO libraries/docs locally, while still allowing internal users the ability to sync?
External users cannot sync with NGSC.

No, we are using NGSC. I thought I once read external users can't sync be default, but could not find documentation. Thanks!
With NGSC you can sync only items from the tenants in which you have an account. If you are an external user, you don't have a tenant account and you can't sync.
