Disable email notification when an alert is set on a SharePoint Online list/library

We have several O365 SharePoint Online libraries where we are setting up alerts for a large user base. We would like to disable the initial email notification that is sent out when an alert is set up for someone stating "xxx has subscribed for alert 'xxxx' on xxx site. Is there a way we can disable that initial email from being sent out (PowerShell or something)?
