Different Features for Target Release Organisation and Target Release for selected user

I was testing the new News webpart with the possibility to organize the news. This feature is currently a preview feature.
This is a feature that we need in one of our projects. So we configured the tenant for Target Release with selected users. But the features never appears for those users, if only appears on the same tenant with Target Release for the organisation.
We tested it on three different Tenants and that feature only appears with Target Release for the oranisation. It's pretty annyoing if you want that some of your powerusers test new features but there not there.
So my question is why is there a difference between Target Release for organization and for selected users? It's bit useless if they do not have the same features.
- Some features require changes that will affect other parts of the product so sometimes you can't release something to just a few users and it has to be to all. For example some webparts if you put some data / settings on it, that don't support it for every users. When you set / add those web parts you will get strange behavior for the users not on targeted release. So it's always going to depend on the reach and if it's possible to segment a change out for just certain users. In theory it's nice, but in reality it just doesn't really work that well.
