Different behavior for sharing document to a specific person externally.

Hello,

I have a Sharepoint folder shared with two different emails (external account) that do not have a Microsoft account associated with it. The outcome from clicking on the link provided thru invitation email is different.

Why is there a difference between the two? The first one forces users to create a Microsoft account which we do not want. Both cases performed under incognito mode using chrome.
