custom navigation panel for specific pages

- Well a Page will always inherite due to it being on that page and in that context.
You can do audiance targeting on the navigation and only the people that's part of a specific group can see that navigation. But it will be easier for you to create a new site

It's a site for ethics week later in the year. We only had heavy traffic for a week, then after that traffic dies off.
