you can use https://teams.microsoft.com/l/call/0/0?users=email address removed for privacy reasons for an call-link or https://teams.microsoft.com/l/chat/0/0?users=email address removed for privacy reasons to chat with a person.

if you replace the @ with %40 which is the ascii code for @ it will work. You can also create a group text by linking email addresses together with %2C which is ascii for a comma.
