Custom admin group?
Is it possible to create an "admin" user group that only has access to something specific like Site Settings - Site Administration - Content Organizer Rules?
Yes you can Directly go to https://yourtenant.sharepoint.com/_api/web/lists/GetByTitle('ListTitle/RoutingRules/
Click List settings in the ribbon.
On the settings page under Permissions and Management click Permissions for this list.
You can click on Stop Inheriting permissions and grant permissions to new admin group you created from People and Groups in Site Settings.
You can adjust the list permissions as needed.
