- Are you aware that Microsoft is discontinuing Access Apps in Office 365? https://redmondmag.com/articles/2017/04/04/access-services-for-sharepoint-online.aspx
I would have to make the assumption that this issue regards the user you selected to be the site's primary administrator. Have you had an issue creating a site before, and were you designating yourself as the site's administrator?
