Creating Side Panel Table of Contents

it's not possible with an OOTB Web Part.
You can use existing solutions from GitHub:

Maybe you can also find others that are chargeable.

I know this might be a bit late, but I can propose using "SharePoint Wiki to Markdown" free chrome extension for that
Originally it allows to generate sp pages and even entire sharepoint knowledge base wiki spaces from markdown, with TOC and breadcrumbs auto-generated. But another cool thing is you can generate TOC from existing sitepages and copy HTML to insert manually or one-click auto-update sp page - give it a try
Minus is TOC is not auto-updated, but with this tool updating should bу just 1 click task
