Hi Robbie_P,
For #1, you can't change anything with the "Created By" column but you can create your own person column that requires information and enforces unique values.
For #2, I would consider using the out-of-the-box filter feature.

- Yes, but the custom "CreatedBy" value NEEDS to be filled by the user (who can define somebody else). Whereas the standard "Created By" column is automatically filled by sharepoint, which absolutely prevent from 2 creations by a same user...
