Create users and groups that cannot see & communicate with each other in SharePoint?
I have attached a diagram of the exact functionality we are looking for in SharePoint. Please take a look and tell me if its possible. Thank you!

Permissions is fine. Just permission the sites as per your requirements.
Seeing and communicating is on a different level though. I haven't seen this done and suspect you would need to look at Azure AD for this, if it were possible.
