Create New Folder in Document Library without Inheriting Parent Permissions

I have an external file sharing sharepoint site with a document library.  I have turned off inherit parent permissions on the document library.  I would like users to be able to create their own folders in the document library.  However, when they create a new folder inherit permissions is automatically enabled.  These parent permissions can't be enabled in order for our service app to grant permissions based on a user request.  I have to manually remove the inherit permissions.

Is there any way to accomplish this?  Thank you
