Create Managed Metada Site column

yes. 

Create the Managed Metadata column in the content type hub (https://learn.microsoft.com/en-us/sharepoint/publish-content-type) (And ideally a whole content type). Then that column is synchronized to all site collections.

You should also create that column to use a global term group.
