Create Content Types and Site Columns on Tenant level via PnP

Hi all,

is it possible to create Content Types and SiteColumns on Tenan level via PnP.

I know the Content Type Gallery but there you have to create it manually.

Silence from Microsoft !!!! Reason ? - Answer will be No.... a conundrum exists with their concept of Hub Sites,,,, they'll be heading back to the drawing board
