Create Communications Sites option is gone?
I used to see "Create Communication Site" when clicking the plus sign on OneDrive. It was a page that said create a Team Site or Communication site.

I don't have that turned on. I am assuming this the "Create Site" link that is controlled in SharePoint Admin Center under "Site Creation".
Is this the only way to create a Communications site?

AFAIK, yes (at least in the UI).
You can also do it with REST or PnP.

Yes. It changed from having "Create a Team Site or Communication Site" to "Create team site connected to Office 365 Groups" (that's a mouthful! try teaching that to business users, and it's plural like you can connect it to two groups!).
