I have this same issue in a subsite.

I have the same issue. Feature works from main site, but not from subsite.

  This is related to type of subsite we choose while creating the site. I don't remember now which one has this feature, probably not the 'modern' one.

    If you choose "Team site (classic experience)", the option create a list "From Excel" or "From existing list" are available.
