Content type hub
created some Site Classifications in the Content Type Hub
<tenant>.sharepoint.com/sites/contentTypeHub/_layouts/15/ProjectPolicies.aspx
and of course published them :)
- shouldn't I see these options when I create a New Site? - or whats the delay/latency time for this publish ?

Per https://docs.microsoft.com/en-us/sharepoint/dev/solution-guidance/modern-experience-site-classification, can take about an hour (or more).
still no classifications options when creating sites
