Best practice is no longer to use sub sites. Is there a reason to having sub sites vs. just having separate document libraries?

The reason for the subsites is that the site collection is going to be used for Contract management and we would like all contracts to have the same metadata values + custom one for each business unit. Each business unit may also have multiple document libraries and bespoke permissions which we wanted the site owners to manage in their "own area".
