Connect-pnponline gives unauthorized error if it is a modern team site

Connect-pnponline gives unauthorised error when connecting to SP site with o365 group enabled.

this does not happen for communication sites.

Please note the user has a SharePoint admin role, wanting to connect to random sites created by users for certain operations.
