Completely disable Sharing of files and folders

What if you created an additional level of access that had all the same permission as Site Owners, but is not technically a site owner? Then apply your setting above and just do not have any site owners. In effect then, no one could share. The SharePoint Administrator can always go in and apply an owner if for some reason you end up needing one.
