Compare pages as readonly user
Is it possible to give readonly users the possibility to compare pages as admin can do?

Please use the following link:
<site>/_layouts/15/editrole.aspx?role=Read
There you should see all possible options to modify the permissions for a read only user.
I did not find anything that fits your requirement unfortunately.
