Comments on pages turning itself on

Is anyone else experiencing this?

For about 3 weeks, definitely since the changes to SPO page editing were rolled out, the Comments feature on SharePoint pages has been toggling itself on when I edit existing pages.

• It doesn't always happen.
• It doesn't matter if I was the last person to edit or not. 
• Now I have to scroll to the bottom of every page that I edit, whether or not I actually made changes, and check to make sure that this is toggled off.

This behavior was present a few years ago. It is very frustrating.  Any feedback would be appreciated.
