Yes, you can use the Save as Template and create the site collections using that template. Make sure you are not using publishing feature intially as save as template not supported with it.

My advice is not to use the save site as template...this is old school...instead, try to use PnP capabilities for this...with the PnP cmdlets shoud be enough for your requirements
