Choice fields drop down closes when dragging scrollbar

I'm seeing an issue with choice fields that allow users to add values manually. If the list of choices is long enough to show a scrollbar in the drop down, the drop down closes when the scrollbar is clicked to drag it. If using a mouse wheel it stays open, same with using arrow keys on the keyboard. Users reported that it was working as expected a couple weeks ago. No changes were made to their list, and I'm able to reproduce it in a different list. Also note that this only happens in the modern list view experience. There's no issues in the classic experience.
