It was rolling into early preview at ignite, but it's available, you need to contact Microsoft to get it going not something you can turn on yourself ATM.

yes, I think so.
- :-) As Christopher has said, only a few selected customers are currently testing how it works and there is not information about specific dates and also under which Office 365 plans we are going to have this feature (I guess E3 and E5)
