Change the "local site search" to "hub site search"

On a hub site, the search function will search across all associated sites. This works fine.
Though, when I use the search function on a local site (which is connected in the hub), I will only see results from the local site content.
Is it possible to have the "hub site search" on all local sites as well? Otherwise, the user will need to first go the the hub site and then search. I would prefer that the user can find content from all associated sites from all local sites.

They went over it at SharePoint conference adding more options for search, so we'll probably see that in the comming months, but right now you cannot do it.

I'm pretty sure the developer types might be able to throw in a custom graph search type thing that uses the full graph search and plug it in as a webpart or application customizer to the to header etc.

Unfortunately you can't scope modern search on local sites  currently. It only works for hub sites.
