Change Sites URL

I'm confused because you allude to different things. You say it's not a root site, but you give site collection root URL examples. If this is a standard subsite (I believe modern or not) Tanya is right, just site settings and logo/URL. However, if this is a Communication site or just site collection root site like you suggest at /sites/name, this URL cannot be changed (which is why the same URL box is hidden). If this was on-premises you could create a new site collection and potentially if the content DB is its own use the same DB on creation. Every modern site is its own site collection and therefore its URL cannot be changed.
Support for renaming the site collection URL and one of these days tenant URL is coming. Site collection rename sooner than tenant. It was on the roadmap at ignite just don't recall how far out. But you can't do it just yet from UI.
