Yes you can change your settings to First Release then wait for 3-4 hours your site will be update and then you will be able to create modern teamsite Follow this article

In my case my old sites also got updated to modern thats why i mentioned that comment.

- i just created one subsite in my default root site collection, that is also modern Template
