Cant create new document from Template

Hi,

I created a document library to store all company templates in one site

sites/QualityCenter/Templates/Forms/AllItems.aspx

I then created Content Type for all of them in the Content Gallery and published them

admin.sharepoint.com/_layouts/15/online/AdminHome.aspx#/contentTypes

I then added the Content type to another site by allowing the management of content types.

sites/Operations/Installation%20Manuals/Forms/AllItems.aspx

The Template shows in the new menu both online and in Teams.

However, If I try and create a new document from this template in the new menu online, a blank page opens and it just hangs there forever.

If I try the same from within Teams, I get a "the value does not fall within the expected range" error.

How can I create new documents based on these templates from the New menu
