Solved

Cannot prevent users from creating SharePoint Sites and Pages.

Our instance of Office 365 does not respect the settings in the SharePoint Admin Center.

 

Our settings are:

 

Site Pages: Prevent users from creating Site Pages.

Site Creation: Hide the Create site command.

 

Users are still able to create both Sites and Pages as they please and I want to lock this down.

    The sites setting is for the SharePoint office 365 user dashboard screen. Are you confusing this with the ability to create subsites?

      also if you are talking about that homepage create button, it also takes quite a bit of time for the setting to propagate.
