This is my soul opinion, if in your old computer works, should work on the new one, we agree on it.
The ONLY reason I see it, don't forget to read the Microsoft 365 Roadmaps in your subscription as ADMIN, is both computers have different policies.

I have a subscription for Microsoft 365 for Enterprise.
I can open any file online without problems. I have done this with a few files and used "save as" to create a copy with a new name. The copy can then be opened in app mode without problems.

for my late answer. I did not get any information on a new entry here.
I have settled with "Open in Web mode / Save as new file / delete old file".
Little bit of unnecessary work, but I won't wait for additional ideas.
