Cannot open SharePoint Designer workflow in SPD 2013

I am working on a new project with a new client and am trying to open up an existing SPD workflow from 2016 On-Prem to recreate it in Power Automate.  The issue is that the workflow(s) are listed but none of them will open up.  When I try to edit to WF this is what i see. 

I have tried the basic steps of deleting the cached files from both locations below:

C:\Users\UserName\AppData\Local\Microsoft\WebsiteCache

C:\Users\UserName\AppData\Roaming\Microsoft\Web Server Extensions\Cache

Still no luck.  Any ideas or thoughts?
