Can you put governance around Delve pictures?

Does anyone know of anyway to put governance in place around the pictures users upload to their Delve profile? Can we put a custom message or notify a distribution list when a picture is updated? It would be nice to tie in an approval Flow of some sorts so that HR can sign off on new pictures. Thanks.
