Can you properly utilize a modern communications site without access to office 365?

Currently working in a Virtual Machine without access to office 365 or other sites from the one created. I've created a new site however it won't let me edit even as an owner. I checked site permissions and I have full control. Why am I not able to see an edit button the site my home screen. Are there any work arounds that could be done? If something must be done in site settings, please clarify.
