Can the title size be changed and the h1-h3 to a larger sizes to be default?

When I create a header and add text my only option is 32px. I want to make this default 36px   Also the h1-h3 by default are: h1-28, h2-24, h3-20 I would like to change these defaults to 32, 28, ...
