Can not move any web part around once placed inside one of these flexible sections
Hi, I’d first test whether this is specific to flexible sections or the page itself. Try adding a new flexible section on a test page, place a simple text web part in it, and see whether the move handle behaves the same way. If it only happens on one page, recreating the section and moving the content over may be faster than fighting the layout. If it happens everywhere, it may be a current SharePoint page editing bug. A practical workaround is to temporarily move the web part into a standard section, reorder it there, then rebuild the flexible section layout once the content order is right.

i have now recorded two video captures in an attempt to try and visualise this problem more clearly, for clarification, and to address the points you raise in your response.
(Please excuse the formatting on these two videos - I cannot fathom how clipchamp handles canvas size versus the 'crop' functionality at this point in time.)
The first video capture linkedin below shows the existing page where we attempt to place an image file and then move it around within this 'flexible section'. Hopefully, you can see that it is not possible to do so from our cursor movement during this capture:
