Can I use multiple themes

No becausae all sites in the hub assume the color scheme of the hub site.

Overall it is not yet 100% clear to me what you exactly want to do as there are two different options to choose a Theme in the SharePoint Interface (Check the attached Picture I´ve created for you).
In case you mean that you want to create a SharePoint Site and apply different Themes (from "Change the Look" Option) on one SharePoint Site, it is not possible as the Theme is getting applied on the whole SharePoint Site in which you choose it.
The solution you mentioned (to create multiple Sites and put them all into one Hub) could be one possible Solution as far as I can see.
Please let me know if I was able to help you. After I understood clearly what you want to do, I can see if there are other solutions available.

Basically what I'm trying to do, is that there is a corporate theme, which I will use for as much as possible, on the first few pages and the sharepoint header etc....
But the backgrounds to pages are different along the way.
IE -
Sales will have blue background /yellow text / different shade of blue buttons
Marketing - red background / black text / pink buttons
Customer Services - white background, / black text / grey buttons
