Can i set our root site collection to be the SharePoint start page
Currently when the user clicks on the SharePoint App icon:-
the user will be redirected to the SharePoint start page @ https://***.sharepoint.com/_layouts/15/sharepoint.aspx . so is there a way to change this ?, so when the user clicks on the above SharePoint icon to be redirected to our root site collection instead of been redirected to the SharePoint start page @ https://***.sharepoint.com/_layouts/15/sharepoint.aspx?

No, however, what you could do to make your root site easily accessible it to use the M365 main menu icon to link to your root site ... This can be done in M365 admin center under organization parameters / organization profile / themes.
