Can I migrated to Sharepoint 365 environment from a Sharepoint 2016 backUP?

currently have a SharePoint 2016 environment that is no longer working.  

 

There exists a backup on this environment.  Is it possible from this backup, to migrate or establish a Sharepoint 365 environment with this backup?  Or does this need to be restored to a 2016 environment first?

    Yes, you can migrate from a SharePoint 2016 environment to SharePoint Online but it is not possible using backup. You need to restore a site collection using that backup and after that you can use the SharePoint Migration Tool or other third-party tools to import the exported content into your SharePoint Online tenant.
