Can’t save site as template – even if publishing was never enabled
Hi all, I’m having trouble saving a site as a template in SharePoint online.
I’ve created a blank team site and left all features alone – but “save site as template” is still missing from the site settings.
I’ve tried the trick of appending /_layouts/15/savetempl.aspx to the end of the URL. Weirdly enough, instead of telling me I can’t perform the action, it kicks me to the error screen “Sorry, you don’t have access to this page” – even though I am considered an owner with full control. Just for giggles, I requested access from this screen, and even got an email in my inbox – to approve myself (permission inception – we have to go deeper). Still no luck.
I’ve also tried to enable saving as a template in SharePoint designer – but the SaveSiteAsTemplateEnabled parameter isn’t even available. When I try to add it, it gives me a 403FORBIDDED error.
So what’s the deal? The only thing I haven’t checked yet is scripting capabilities, but I have no idea who the SharePoint administrator is at my org (500+ employees) so I’m not sure how I can check that.

- Are you doing this from a Modern SPO Site? If that's the case, then this is the problem you are having

Why has MS made it such a pain in the neck to make templates in "modern" sites? And how do you create a site which can support templating?

Try to use SharePoint PNP to create templates and site out of it.

I didn't test it before with modern sites - but i think it works.
