BUG: News digest item reorder

When a news digest is created you should be able reorder the items in the digest. However if you try and reorder them the items disappear. If you rescale the window the items return, but have not been reordered.

this has been verified to happen in our tenant using Chrome, Firefox, EDGE (all latest builds) on windows 10 and OSX.

can anyone else verify this is a bug, and if so when we will see a fix?
